The federal government is planning to ban the import of used mobile phones under the new Mobile and Electronic Devices Manufacturing Policy 2026–33.
This policy has been prepared in consultation with local mobile phone manufacturers. Its main goal is to encourage mobile phone production within Pakistan, create more job opportunities, and reduce reliance on imported devices. By supporting local manufacturing, the government also aims to attract major international brands such as Samsung, Xiaomi, Oppo, Vivo, and Nokia to expand or set up production facilities in the country.
Under the policy, companies will be required to follow SKD (semi-knocked down) assembly rules, along with a phased plan to gradually increase the use of locally made components. Strict compliance measures will be introduced, and any violations of the policy may result in penalties. These steps are intended to ensure transparency, quality, and long-term sustainability in the electronics manufacturing sector.
Another important focus of the policy is export-led growth. The government wants Pakistan not only to meet local demand but also to export mobile phones and electronic devices to international markets. To support this, proper e-waste management systems will be introduced to reduce environmental harm and promote responsible recycling practices.
The policy also includes plans to establish local testing and certification laboratories. These labs will ensure that devices manufactured in Pakistan meet international quality and safety standards, helping local products compete globally.
Overall, the policy is designed to align Pakistan with global manufacturing practices and transform the country into a regional hub for technology manufacturing and exports.
