Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the United Arab Emirates and Ruler of Dubai, has introduced a new law aimed at strengthening building quality, safety, and long-term maintenance standards across the emirate. The legislation is designed to ensure that buildings remain structurally sound and well maintained throughout their lifespan, reflecting Dubai’s commitment to high urban development standards.
Under the new regulation, property owners and developers will be required to carry out regular inspections and maintenance of their buildings to ensure structural integrity and safety. The law also requires buildings to obtain a Quality and Safety Certificate after undergoing comprehensive technical inspections. These measures are intended to minimize risks, prevent structural issues, and ensure that residential and commercial buildings remain safe for occupants.
The initiative focuses on protecting lives, reducing the likelihood of accidents, and improving the overall comfort and well-being of residents and visitors. In addition, it aims to preserve the architectural identity and modern urban image that Dubai is known for worldwide. Authorities believe that consistent monitoring and maintenance will contribute to a safer, more sustainable, and visually appealing built environment.
The law applies to all types of buildings throughout Dubai, including those located within free zones. Strict penalties and fines will be imposed on property owners or developers who fail to comply with the regulations or neglect maintenance responsibilities.
Implementation and oversight of the law will be carried out by Dubai Municipality, which will utilize advanced digital systems, regular inspections, and updated building standards to ensure compliance. The municipality will also focus on promoting sustainability, safety, and high-quality construction practices as part of Dubai’s broader vision for smart and resilient urban development.
