Dubai’s Roads and Transport Authority has introduced new executive regulations under Law No. 9 of 2023 to manage and control the use of autonomous, or self-driving, vehicles in the emirate. These rules are designed to ensure safety, proper licensing, and smooth operation as Dubai moves closer to a future of smart and driverless transport.
The regulations clearly define six different categories of self-driving vehicles and explain the responsibilities of companies and operators running them. These responsibilities include following approved routes, ensuring that children under the age of 16 are accompanied by an adult, managing vehicle data in real time, and carrying out regular maintenance to keep the vehicles safe and reliable.
The new rules also support Dubai’s ongoing robo-taxi testing programs and create a clear legal framework for launching fully driverless transport services by 2026. Authorities say this step is important to prepare the city for wider public use of autonomous vehicles.
These regulations are part of Dubai’s long-term transportation vision, which aims to introduce advanced mobility solutions by 2030. Plans include self-driving buses, electric air taxis, and autonomous water transport such as ferries. The initiative reflects Dubai’s commitment to innovation, safety, and building a smarter, more sustainable transport system for the future.
