Dubai has emerged as the fourth-wealthiest city across Europe, the Middle East and Africa, underlining its growing status as a global destination for high-net-worth individuals, investors and international businesses.
As of June 2025, the emirate was home to around 86,000 millionaires, 251 centi-millionaires and 23 billionaires. Its total liquid investable wealth was estimated at approximately $1.1 trillion, reflecting the scale of capital concentrated in the city.
London, Paris and Milan ranked ahead of Dubai in the latest assessment. However, Dubai’s continued economic expansion, strong investment environment and growing appeal to wealthy residents could further strengthen its position.
If the current growth trajectory continues, Dubai could potentially become the wealthiest city in the EMEA region by 2040.
